Academic Appointments

Dr. Ravichandran Moorthy is an Associate Professor and Head of International Relations Research Cluster at the Strategic Studies & International Relations Programme, Centre for Policy & Global Governance, University Kebangsaan Malaysia. He teaches and researches on issues of International Relations, Security and Ethics. Prior to his University position, he was a senior officer in the Malaysian Diplomatic and Administrative Service. He served in several positions at the Institute of Diplomacy and Foreign Relations (IDFR), the National Institute of Public Administration (INTAN) and as Head of Multilateral Division, Ministry of Science, Technology and Innovation (MOSTI).

Dr. Ravi has been active in several UNESCO working groups in the ‘Ethics and Climate Change in Asia and the Pacific’ project. He was appointed by UNESCO as regional expert for consultation on the revision to the Universal Declaration of Human Rights. He has participated in numerous seminars and conferences organised by UNESCO Bangkok, Asian Bioethics Association and other organisations since 2007. In January 2009, Dr Ravi assisted UNESCO in organizing the 6th Ordinary Session of the World Commission on the Ethics of Scientific Knowledge and Technology (COMEST) in Kuala Lumpur. Later that year he organised the UNESCO-UKM Conference on Politics of Resources and Human Security and Wellbeing at National University Malaysia. In 2012, he hosted and organised the 13th Asian Bioethics Conference and the 6th UNESCO Asia-Pacific School of Ethics Roundtable in Kuala Lumpur.

Dr Ravi is currently President of the Asia Pacific Forum on Ethics and Social Justice. This forum is focussed on promoting scholarly interaction among academics and researchers on issues concerning ethics and social justice in the Asia Pacific region. He also served on the Asian Bioethics Association board as its Vice President (Southeast Asia) between 2012 and 2015. In addition, he is involved in the academic group of the Indian Ocean Rim Association (IORA) and a consultant to the Timor Leste’s Diplomatic Institute for the development of diplomatic curriculum. He is also an adjunct professor at the American University of Sovereign Nations (United States). He is often consulted by foreign embassies, Malaysian government agencies and the media on international relations issues. In 2008, he was part of the Malaysian delegation to the World Economic Forum, Davos, Switzerland. He represented Malaysia in the Malaysia-India Strategic Partnership Dialogue in New Delhi in Mac 2012, organised by ISIS Malaysia. Dr. Ravi is a Fellow of Salzburg Global Seminar in 2012.

Dr. Ravi has delivered keynote and invitational speeches at University of Madras (India), Jawaharlal Nehru University (India), Mulawarman University (Indonesia), University of Puget Sound (USA), University of Sindh (Pakistan), Greenwich University (Pakistan), Chennai Philosophical Forum (India), Vietnam National University, (Hanoi) and Osaka University (Japan). In 2014, he was appointed Visiting Professor to the Southeast Asian Studies Programme at Puget Sound University, Tacoma, United States, where he delivered a keynote address titled ‘Environmental Ethics in Managing Resources in the Asia Pacific’. He has worked on several funded research projects, primarily on China’s energy security, Malaysia-Indonesia relations, Non-Traditional security (NTS) and ASEAN Community initiatives. At present, he is leading two projects on water security in the Mekong River Basin and developing an ASEAN Barometer (public opinion solicitation mechanism for ASEAN stakeholders). In November 2017, he was appointed as ‘Professor of Honour’ by Zhejiang Normal University, China. Dr. Ravi’s second book- Conflict Resolution: Perspectives from Indian Philosophy & Traditions will be launched in Chennai, India in December 2018.

For future projects, Dr Ravi plans to host the Asian Bioethics Conference (2020) in Malaysia, and initiate several book projects on Asian Bioethics.
